   José Viegas, a Portuguese national, has become secretary general of the Organization for Economic Cooperation and Development’s International Transport Forum.    The forum is an intergovernmental organization with 54 member countries that acts as a strategic think tank for global transport policy and organizes an annual summit of transport ministers.
