   The U.S. Federal Maritime Commission has received 18 license applications and changes for review.    The FMC received non-vessel-operating common carrier license applications from DBN Carrier, Los Angeles (Bayasgalan Lkhamsuren, president); Evgeny Lavrentev, Sherman Oaks, Calif.
